When two polymers have different MRS (Minimum Required Strength), will the blend have the mean MRS?

With my experience I found no. Few weeks back i made blown film blend with Topas / COC and mLLDPE 50:50. I found modulus of the blend is lesser than 50 % of the COC.

Modulus values given below is not exact
Modulus of COC - 3000MPa
mLLDPE - 200Mpa

Blend Modulus - 800 MPa
