I'm sure most add a little to the cost of the tool just in case they need to make changes. But it might depend on where the tooling costs show up. I've seen some quote the tool IN the piece price. Others do it as a separate line item.

Do you expect to make a profit from the initial cost of tooling you charge a customer, or do you consider tooling a as cost of doing business and absorb most of the development costs.
