I wanted to know if blend PET/HDPE can be used in tape extrusion for Rafia and extrusion of pipes.

PET and HDPE are not compatible, so the likelyhood of a successful blend is low.

I have seen some literature promoting compatibilization technology for PET-HDPE blends that you might want to investigate.

In any case PET is probably not acceptable of extruding pipes.
