What is that material called on the lower portion of automobiles and some SUV's. Just below the trim line of the doors. It is like a black, hardened plastic and I've noticed that some autos/suv's are putting more and more of it on their autos. Please advise.

TPE, Thermoplastic Elastomer.

This is a toughened version of inexpensive thermoplastics like PE and PP. Elastomers (rubbery material) is finely dispersed to give the plastic some ductility and low temperature impact resistance.
