Plainly speaking, melt fracture is when you over shear the melt. You've probably seen this when extruding play-doh as a kid and saw the play-doh peel away from itself on the surface. Essentially what's happening is the melt is being sheared (typically in the die) and stretched and eventually overcomes the stretching stress and snaps back on itself resulting in an irregular surface finish
